Is the Cutty Sark a war memorial?

An article in the Times today seems to indicate that the Cutty Sark is a war memorial, claiming that the ship was  “dry-docked in 1954 as a memorial to sailors of the merchant service lost in war or wreck.”

It’s not listed on our database, but maybe it should be!  Does anyone have any further information about this?
